Blackouts in a worn-out grid and a plummeting water supply are among Western Australia's most pressing problems for the next five years, Infrastructure Australia says.IA annually does a national infrastructure audit, assesses submitted proposals for national significance and value, then publishes a list of national priorities.The list also shows what projects have had a level of planning to warrant funding, and which haven’t.The list is doubly important to guide WA as the only Australian state without its own 20-year infrastructure strategy (Infrastructure WA was announced two years ago and formed in July 2019 with the job of drafting one, and a discussion paper preceding a draft is in development).Lack of action of previous Western Australian governments in putting forward projects for appraisal meant once WA was barely featured on the national list but this government has been more active.The state was notably better represented in 2019 and has a record number of projects on Among the most urgent new projects listed for WA were a Perth water security program.IA noted Perth’s urban water sector faced “considerable risks, including the impacts of climate change, population growth, ageing assets ... failure to address these challenges could lead to rising water bills, as well as exposing users to declining service quality.”It noted water entering catchments had dropped to just 4 per cent of the pre-1975 average and the WA government had proposed a project to address this issue including a program of innovative water reuse and recovery options.Projects that concerned urgent problems or opportunities for WA, but had not yet had the detailed planning that would warrant investment, were also listed.IA’s rundown of these for WA had new inclusions including transformation of the energy grid and establishing a new Perth research centre for Liquefied Natural Gas production.IA said the South West Interconnected System serviced most of the state’s population with more than 1.1 million customers but was isolated from other systems and needed major investment to integrate significant levels of utility scale renewables.“The Australian Energy Market Operator has warned that without planning for and responding to these challenges, the SWIS will be at risk of experiencing widespread outages within the next five years,” it said.Regarding LNG, IA said this was one of Australia’s biggest exports, but the cost of producing it here was nearly double that of comparable countries for reasons including the remote locations of resources.But the risks of innovation had led to under-investment in research, a slow rate of new technology development and a reliance on overseas technology providers that had potentially stifled domestic innovation.The audit found Australia could be a leader in this space and recommended a Perth-based research centre to develop and test new technologies which could improve competitiveness, reduce greenhouse gas emissions and increase helium recovery and sales.The proponent for all the initiatives listed above was the WA government, and IA said in each case the government needed to “identify initiatives and develop options”.The report also delivered a strong warning on climate change, saying recent events had shown the nation's infrastructure faced "unprecedented risks", that climate change was bringing higher temperatures, unpredictable rainfall and water availability, more extreme winds, more extreme weather events and bushfire seasons the likes of which Australia has never seen, and the country needed to plan for resilience, hence the list's focus on energy markets and water security.Within five years: Bindoon Bypass* (improve freight connectivity between Perth and north-west WA);
